Will Vocational Rehabilitation and Education(Ch 31) through the the veteran affairs pay for flight training?

I understand the requirement for VR and E and that the VA only deals with flight training after Private Pilot. In everything I have read so far there is nothing that says no flight training. The VA also doesn't reply to my e-mails, like this is a secret that they don't want out? What is up with VR and E and flight training?
